Refund not given after cancelling order

I Placed order for Vivo Mobile Phone on 14th October 2017, Sent my pen card copy on this email emiwale.com And also made payment of 3150/- by debit card. They assured me that they will deliver mobile in 2 days, but i didn’t get any response from there side.

On 16th October 2017 I got call from Mxxxxxxxxz, he said we couldn’t deliver your mobile phone because we need delivery charges also of Rs.2500/- I said ok you deliver my mobile i will give 2500/- cash to your man but he said no you have to pay online only so I cancelled my order.

And Mxxxxz told me we will refund your 3150/- in 14 days. But I didn’t get any calls or email from there and they are not even answering my calls.
