Regarding withdrawal of my PF account balance

I worked in Tikona Digital Network pvt ltd.as a Area Cordinator . I joined on 1.06.2016 and leave company on 7.02.2017. After doinf my fnf when i want to witdhraw my pf they r saying u have to pay 18k as balance and they are not withdrawling my pf plz hepl me out and i want to do course for my higher skills so i need money for that …i m begging u help me out to witdhraw my pf.
