Vodafone not allowing to port

I have been trying to port from Vodafone to Airtel since 21 Oct 2017. Vodafone has been activating VAS without my consent and adding it to the outstanding bill to delay porting. I have added 100/- to my account to circumvent the issue. but they activated a VAS and rejected my porting by saying outstanding payment issue. I added 1000/- on 31st Oct so that there is no further issue with porting and also told them i dont want any VAS added. I received an SMS from them on 7th Nov saying the porting is again rejected due to outstanding payment. also i got a bill for 999/- on my SOA. I am attaching the SOA for your perusal and further help on this matter.
