Cable TV operators are denying to start new launched channel

I am from Gujarat. I am a GTPL Cable tv user.  My Complain against GTPL Cable tv Operator I want to Start new launched “I PLUS TV” Channel But this Cable TV operators are denying to start the channel. I request them many times, But They say that ” we can’t start this channel So I would request you to take necessary action against “GTPL CABLE TV OPERATORS OF GUJARAT”.  This channel frequency is as below
