Complaint against happyshoppi.com for non-delivery

I got an ad on one of a social media, i ordered a dress worth Rs. 399/- and received a message about confirmation and money deduction. But i did not receive the product yet, and the contact details on that page are fake and not in use as well. Please look into this cyber fraud these people are doing. Refund from Flipkart – Rs.5,999/-: Mr. Dinga Sailo of Aizawl 796001, Mizoram ordered a mobile handset from Flipkart.com on 6th January 2015 for Rs.5999/-. When the parcel was deliver, he found journals and magazines instead of mobile device. He reported this to Flipkart but no steps were taken to resolve the issue.
