Complaint regarding cancellation refund from Booking.com

I had done a hotel booking through Booking.com for Estrela Do Mar Beach Resort, Calangute Goa on 11/09/2017 and my credit card was debited for 23599 without a OTP the same day I cancelled my booking and got a email confirmation for my cancellation and my refund was also confirmed but now the resort refused the cancellation as well as the refund.

Refund from Flipkart – Rs.5,999/-: Mr. Dinga Sailo of Aizawl 796001, Mizoram ordered a mobile handset from Flipkart.com on 6th January 2015 for Rs.5999/-. When the parcel was deliver, he found journals and magazines instead of mobile device. He reported this to Flipkart but no steps were taken to resolve the issue. Kotak Mahindra Bank changes a/c type without information – deduct charges from account: Mr. Atul Jain of Indore had posted a complaint on 03-09-2009 in the Forum with regard to Kotak Mahindra Bank changing his account type and debiting his account for non-maintenance of average quarterly balance.
