Complaint regarding fake phone sale on instagram

I had ordered a phone on Instagram id of Miss. Sxxxxi by paying rs. 1000 as advance by paytm link which has been sent by her. Total price was 15,000 rs so while delivering the product by bluedart. I got duplicate product so I texted the same person on Instagram, she didn’t replyed so I contacted bluedart office and I got shippers address and contact number, his name was Vxxxy he said he will return the product and block the payment so next day a person from Ecom express came to collect the product, he collected the product so after that I tried to contact Vxxxy again but he started to ignore the calls and texts , I still didn’t get the refund yet.
