Payment made to for a bag but product never received. Value: 3000

I ordered a bag from an Instagram page @richierich.worldwide and the person name is zxxxxr Sxxxxh Axxxxa. I paid him a payment of 3000 rs through Gpay. It’s been 24 days and I have not received anything. Upon messaging and calling he is not picking any calls or replying to any msgs.

Refund from Flipkart – Rs.5,999/-: Mr. Dinga Sailo of Aizawl 796001, Mizoram ordered a mobile handset from Flipkart.com on 6th January 2015 for Rs.5999/-.
