Complaint regarding refund from Ebay

I have ordered one battery on 23.12.2017 via Ebay. the product delivered was defective as well as not as asked.
Ebay processed the refund of Rs 400/- (full payment) in form of Demand Draft on different address. I contacted with courier service for picking up the DD, but they didnt allow (as it was DD). Then I again updated my Current the new address for DD.

I waited for a month and half. After a lot follow-ups and calls, i finally asked for alternate. Customer care told me about the Coupon Code, which i can use while shopping. (Ebay was not able to deliver the DD of Rs 400/- so i asked for alternate).
I purchased one more item on 10.04.2018 (Selfie-Stick, Order no 291827058586), but I returened the same as it was not as per description on website. I asked for again coupon -code, as no reply was given by Ebay.
then on 23.07.2018 I purchased Memory Card of Rs 539/- (rs 400/- as Coupon Code and Rs 139/- from Phone Pe),
the product was not delivered. On Courier site, it was showing in-transit. on 15.08.2018, I queried to Ebay and shared the story of Courier service, which i was tracing since 23.07.2018.
Ebay informed that they are going to stop their service from 16.08.2018, and ensured me for my refund of Rs 539/-.

Now Ebay has changed their story by saying they wont be able to refund my Rs 400/- as it was in Coupon-code form. I have already contacted with them more than 4 time. please help me in either delivering my product or my money,. Its been more than 6 months. i am being harassed by Ebay team
