Complaint regarding transaction through PayTM

I have paid my electricity bill, but the amount is not paid to the Mahavitaran Electricity Services or Idea Mobile Operators. The order ids are:5704361355 for the Mahavitaran Electricity Service Providers and the order id is : 6084199358 for my Idea Mobile Recharge.

Both shows transaction successful in Paytm, but the money has not reached the vendors! I am looking for a refund.The paytmcare is ineffective, and they sent me an electronically generated email, without any solution or refund. Kindly do the needful.
