Fraud done by shop owner in online transaction

I have done transaction of 1680 rupees in shop of Amit Sports (address:- Gumti number 5 kanpur uttar Pradesh pin code- 208012). Please find the details of transaction id in attached file. The amount is debited from my ICICI PayLater account but shop owner is saying that he has not received any amount. I have also contacted to ICICI bank customer care , please find the response in attached file. Please help me to get my money back.

India is doing great in UPI ecosystem, I want to keep my belief on online transaction.

Refund from Flipkart – Rs.5,999/-: Mr. Dinga Sailo of Aizawl 796001, Mizoram ordered a mobile handset from Flipkart.com on 6th January 2015 for Rs.5999/-. When the parcel was deliver, he found journals and magazines instead of mobile device. He reported this to Flipkart but no steps were taken to resolve the issue. Kotak Mahindra Bank changes a/c type without information – deduct charges from account: Mr. Atul Jain of Indore had posted a complaint on 03-09-2009 in the Forum with regard to Kotak Mahindra Bank changing his account type and debiting his account for non-maintenance of average quarterly balance.
