Indigo airlines not refunding money post cancellation

I have booked   Indigo air lines ticket on  24/02/2020 and the travel date is  on  05/05/2020. The ticket was canceled  by airlines due to covid-19 lock down and  but amount is kept in credit shell. They say that, since the ticket is booked before lock down period amount  can not be refunded . But the travel  dated  is in lock down period and  the flight was canceled .

My complaint is when I don want to use  the  credit  shell option, why air lines is imposing that option on me.. I  want my money to be refunded. And also when rial ways and  RTC buses are refunding money  (without credit shell option), why air lines are not refunding the money to their passengers ?

When I called  indigo  call center  on 20th  April they agreed to  to refund my money and sent mail. mail is attached herewith.

But after that they sen mail  and said that the amount is kept in credit  shell. Why the u turn in this regard?.
I request indigo to refund my amount ( I do not want  use credit shell option.And Indigo should not impose that option on consumer).

Please help me in this regard.
