Received parcel with deficient goods through Trackon couriers

I purchase few sarees from New Delhi and requested the shopkeeper to courier the same to me at Sambalpur, Odisha. He courier the goods via Trackon Courier Pvt Ltd, DDA logistic, Laxmi, Deihi brach. The product was booked on 04.10.18. we received the product on 16.10.18. on opening the product we found that around 8 sarees of worth rs 18-20,000 is missing. Than we called the Shopkeeper and complained about the same. He told us to weight the goods & according to him, he sent us product weighting 37kg. when we weighted the product, we found it to be 29kg. Now on calling the Trackon ppl, many times they are not receiving the call, and also they are not replying on mail. finally wen the customer care received the call, they are telling once you received the product, our job over. please help.
