Regarding non-delivery of queen size bed, no refund

I gave an order for queen size bed on 6th December and made an advance payment of 14000 Rs. He said he will deliver the product by 15th. But after following with him for 100 times I never received my product and on 2nd Jan he said he will refund the money. Now he is neither picking my calls and replying to my messages nor he is refunding the money. I am literally frustrated calling him again and again.
