Seagate asking charges for data back while servicing hard disk

Asking money for data backup. Value: 5599. I have bhought seagate harddisk in paytm mall with order no. Ending 8183205808 on 08-05-2019. Worked very nicely for few months.but it stopped working from past 2 month. So I went to nearest service centre in Bangalore. They are ready to replace with new one. But not along with data. Suppose, if i want my data , i have to pay 3000/- . actually I have 2 years of service warranty. My question is, why should I pay money for data backup..? Please solve this sir
