Shop selling milk pouch at more than MRP

I purchased half liter gokul special milk pouch MRP 27 ruppes from metro store near TV tower katrap chowk Badlapur east 421503.the shop keeper demanded 1 rs extra for every pouch when I refused topay extra penny he refused to sell and talked arrogantly.so please look into this matter and kindly request you please resolve the problem.hope for fast response.
