Complaint regarding billing by Vodafone

I have a small business in Mumbai one day i went to the Vodafone store i asked for the two sim cards postpaid for business purposes with the lowest plan and only incoming and outgoing strictly not data usage they gave me the plan of 499 which has the data of 28 gb person but i really didnt ask for that when i received the first bill of some around of 500 RS i again requested to lower down the plan …but they keep sending me the same bill …after requesting several they have sent me the same amount bill …now i am not ready to pay the bill they have have disconnected the phone.
