Complaint regarding payment through PayTM

I am a WBSEDCL consumer. On 23.11.2017 I paid 5393.99 through Paytm gateway. They confirm me about confirm payment but till date Paytm nither deposit the money to WBSEDCL nor refund me. I complained to WBSEDCL but no result till date. Paytm Order ID M20171123xxxxx. Besides there is no complain mail id or phone no. I found in google search. It seems to me not as per consumer act. WBSEDCL also not provide me any contact information.

Refund from Flipkart – Rs.5,999/-: Mr. Dinga Sailo of Aizawl 796001, Mizoram ordered a mobile handset from Flipkart.com on 6th January 2015 for Rs.5999/-. When the parcel was deliver, he found journals and magazines instead of mobile device. He reported this to Flipkart but no steps were taken to resolve the issue. Kotak Mahindra Bank changes a/c type without information – deduct charges from account: Mr. Atul Jain of Indore had posted a complaint on 03-09-2009 in the Forum with regard to Kotak Mahindra Bank changing his account type and debiting his account for non-maintenance of average quarterly balance.
