Restaurant charging service charges forcefully

This is to bring to your notice that I recently visited a restaurant by the name of Whitefield Social in Bengaluru with 3 friends on 12/07/2017. While reading the menu i saw they had attached information regarding additional 10% Service Charge will be charged on each bill.

On reading that i called for the stuart to inquire about it so he told that they have put a petition for it and hence they charging, then i asked him if the government has approved it or not so he told me its in process so i told him ill inquire about it.

Then he called another guy his senior i guess who told us that their owner has told them to charge extra 10% for service charge so i didn’t argue with him and told him will see later.
So our total bill came for:
Basic amount = Rs 2700 +
10% Service Charge = Rs 270
Taxable amount = Rs 2970
SGST @ 9% = Rs 80.19
CGST @ 9% = Rs 80.19
Grand Total = Rs 3130

I wanted to inquire is it justified and the Government of India approves it.
If not how should i proceed with this. Details of Restaurant are as follows:

    Recently visited Informal cafe here near cannaught place in Delhi.When asked about the 10% service charge they said this is our restaurant policy.We have mentioned it in all our menus.
