No delivery, no refund from Miracas International

I have ordered products from MIRACAS International on 03 Nov 2017. The payment for the same has been done and the expected delivery was 13-14 days which has not been delivered yet and no further communication has been done. Refund from Paytm – Rs.1095/-: Mr. Paresh Shah of Vesu, Surat made a recharge from my mobile for payment of Dish TV of Rs 1095. The transaction failed but the amount was deducted from his credit card. Even after a month he did not get his money back.
