Complaint against theshoppingbazar for non-delivery

I placed an order on 29th August 2019 on the site theshoppingbazar. There were huge discounts on the site and I was tempted to buy a dress. I selected a dress of code dress-18 and paid online. The following text messages were sent to me:

Hello Soumyashree, thank you for placing your order #37643 with TheShoppingBazar. Your Order will be delivered to you within 13 to 15 days. Need Help Contact 99xxxxxxx2 or email theshoppingbazar[at]gmail.com.

Your Order will be delivered to you on [17/09/2019]. Need help Contact 99xxxxxx2 or email theshoppingbazar[at]gmail.com.

But the order was never delivered. I tried to contact them but of no use. The phone remains switched off, and now it doesn’t even exist. Please guide me how do I get my refund.
