Complaint regarding fraud sales over instagram

Hello sir, one instagram seller fraud with me, on 6/08/18 i booked shoe on Instagram seller page “shop. Shoetown” he gave me deal on shoe i did pay to him rs 1500/- by phonepay to his account (his details a/c holder – pxxxxj, a/c no. – 35xxxxxxxxxx0, ifsc-CBIN0283206) after payment he told me shoe deliver within 4-5 day’s. Now he deleted his profile and all msg . And shoe not delivered yet , pls suggest me what i can do to get my money back, i attached payment silip.

Complaint against MakeMyTrip for short payment of train ticket refund – Rs.1272/-: Mr. Thiyagarajan of Kanchipuram, Tamilnadu (thiyagarajan.t(at)gmail.com) had posted a complaint with us on 28-03-2010 for non-receipt of full refund from MakeMyTrip against cancellation of train ticket. Refund from DTDC – Rs.1,040/-: Mr. Vivek Sharma of Bangalore, Karnataka (vivek0217[@]gmail.com) sent a courier through DTDC , reference number D17166789, on 10th May 2014 but it was lost on its way to Delhi.
