Complaint regarding fraud sales over Instagram

A site in Instagram name called @brand_social652, i want to purchase one pair of shoe, price of the product is 1300, payment should be done, but still product was not delivered. I beg in front of that guys but they can’t do anything and all these happened 3 months ago and they do not refund my money or delivered my product. please do something on the behalf of this complaint, and this is my second time. thanking you..!!

Refund from Ebay – Rs.1,766/- : Mr. Kumar of Ahmedabad, Gujarat (Email: kumar6810[at]gmail.com purchased one Multi Sewing Machine on 13.01.2013. But the item was not delivered. He registered a complaint with Ebay but even after 45 days it was not resolved. He posted his complaint with ICF on 05-05-2013. The customer sent numerous emails to Shopclues but there was no action on their part to resolve the issue.
