Complaint regarding no delivery, no refund from

I had made online shopping through i had booked mobile (redmi note 4) through this site worth rs 12499/- on 06 may 17 and also paid whole amount through online payment mode via PAYTM. On 11 may 17 , i got a message through shopaaz that my item has been delivered through courier i.e delhivery via waybill number 109114494011. further i checked the authenticity of way bill number from courier(delhivery) and i got a response from their side that no such waybill number has been generated and its fake. Further i queried to shopaaz and they responded that due to negligence of their agent things had been gone wrong and because they had broken their promise they will refund the whole amount with 5% cashback in next seven days , but till date nor i have got any intimation by their side nor got the refund.I have tried to contact them through all available means but i am unable to contact them.

Sir i need your kind cocern and my humble request to you to look in to the matter so that such type of fraud can be identified and should be behind the bars.
