Complaint regarding non-delivery of PAN Card

My Pan Card has dispatched through Velex Logistics Pvt Ltd on 14 Feb 21 by NSDLeGov  The acknowledgement No. 035729701267175. Same has not been delivered till today. The courier service is sending message ‘ Your Pan Card could not be delivered due to incomplete address. Please contact on 72xxxxxxx8’.
But whenever I tried to call the number the response is ‘ the number you are trying to contact is switched off’. Further I tried to contact through website www.velexlogistic.com but no response.
I think this is a worst courier service.
Please help me to get my Pan Card at the earliest. AWB No. 23313968124.
