Complaint regarding wrong charges by cable TV service provider

I am using cable TV operator services of MR NETWORK, located at sashidhar tarafdar road, sukchar, kolkata 700115. They have given me GTPLKCBPL set up box. My cable service provider has recharged/ reactivated My services on his own will while I was not using it. Now he insists to pay me the charges. Uses of services and paying for is on customer’s will since the set up box has been introduced but the cable operator is insisting on old school rule that I have to pay the charges irrespective of I use it or not because they keep it activating on their own will. My customer ID is 15537785.
