Double payment collected by Uber driver, no action on driver

I was travelling in uber cab on the eve of independence day. I was bound for a drop to my location from Bengaluru airport. The drop was paid with paytm, however on drop my driver told me that the paytm service is down and you have to pay by cash, I did the same, but on boarding off found that my paytm wallet was also deducted with the same price which was as huge as 778. On complaining uber customer care covered for the driver and neither made an attempt to even let me contact him. This is clearly covering for planned theft, of which you have full proof of the person involved but you can’t do anything.
