Fraud done by one_stop_for_shopprs through Google Pay

I ordered some makeup products worth rupees 4090/- on 25.02.19 the payment was done by Google pay. But after receiving the amount the person is nethier receiving my calls nor he send me the parcel. Now he blocked me every where.
Kindly do the needful and help me to get my amount back and stop him from fooling others in this way.

Refund from Flipkart – Rs.5,999/-: Mr. Dinga Sailo of Aizawl 796001, Mizoram ordered a mobile handset from Flipkart.com on 6th January 2015 for Rs.5999/-. When the parcel was deliver, he found journals and magazines instead of mobile device. He reported this to Flipkart but no steps were taken to resolve the issue. Kotak Mahindra Bank changes a/c type without information – deduct charges from account: Mr. Atul Jain of Indore had posted a complaint on 03-09-2009 in the Forum with regard to Kotak Mahindra Bank changing his account type and debiting his account for non-maintenance of average quarterly balance.
