Regarding service charges by 88 plus cafe

Regarding cancellation of Service Charge. Value: 790. There is a cafe named 88 plus cafe in Kolkata, we went there and when the bill arrived and when i asked to deduct the service charge they denied to do they inspite of showing them the rules made by our government regarding the cancellation of service charge.

Refund from Patanjali – Rs.1018/-: Ms. Disha of Indore 452003, Madhya Pradesh did not receive refund after she cancelled her order on Patanjali mobile application. The order ID was 7678163797. Refund from DTDC – Rs.1,040/-: Mr. Vivek Sharma of Bangalore, Karnataka (vivek0217[@]gmail.com) sent a courier through DTDC , reference number D17166789, on 10th May 2014 but it was lost on its way to Delhi.
