Instagram Seller Not Responding for Refund

I placed an order for ladies juttis on Instagram page called @juttisfactory on 03 September 2019 and paid 1900 through paytm and product was supposed to reach me in 8 days but post that seller didn’t responded at all. I used other Instagram ID to connect and he responded but when asked about my order started an excuses and letter he blocked both ID’S. I tried with 3rd ID and same happen with it blocked. Letter on when I used another ID and said I am complaining at cyber crime they responded and said they have no idea what happened who block me and all and agreed to refund my money and send me screenshot that they have refunded my money which will reflect in 3 days. But I didn’t got any payment till date I tried contacting them on Instagram but they are not responding at all. It’s been 2 weeks of mental stress and whole day trying to get in touch with them but no response at all. Whenever I try to get in touch with other ID as new customer they are responding and then when I ask them about my refund no response at all. Please help as I don’t have contact number of them just there instagram ID.
