Refund not made by JIO for failed transactions

During the Jio dhan dhana dhan offer I recharged for one of my friends Jio number using My Jio app but the transaction got failed still amount was deducted from my card. I tired using another card and same way amount was deducted but transaction failed. Then i tried the first card agsin and this time transations went thru. After that I called Jio customer care and informed about two failed transations and the person told the amount will be refunded in 7 working days.. this this happened on 7th april 2017. And since then i am calling them every 7th day and its been 3 months but i have not received the refund of Rs403 x 2 yet. Please help.
