Regarding poor and out of tolerance bad service by Jio

I have Jio network also for my younger brother both we are using Jio sincet 3 years. I want to complain against Jio telecom company’s poor and controlled 4G internet speed between 40 to 60 KBs.
I also want to know what is the standards speed of 4G.
We are suffering badly from Jio service.
Is there any right to me complain against it.

Refund from Flipkart – Rs.5,999/-: Mr. Dinga Sailo of Aizawl 796001, Mizoram ordered a mobile handset from Flipkart.com on 6th January 2015 for Rs.5999/-. When the parcel was deliver, he found journals and magazines instead of mobile device. He reported this to Flipkart but no steps were taken to resolve the issue. Kotak Mahindra Bank changes a/c type without information – deduct charges from account: Mr. Atul Jain of Indore had posted a complaint on 03-09-2009 in the Forum with regard to Kotak Mahindra Bank changing his account type and debiting his account for non-maintenance of average quarterly balance.
