Regarding refund of seat lock fee from institutes

I am writing to lodge a formal complaint regarding the non-refund of my seat lock fee by I Business Institute (IBI) and DY Patil Business School despite my timely admission cancellation.
    1.    I Business Institute (IBI):
I enrolled for the PGDM program, paying the required seat lock fee. I canceled my admission well within the AICTE refund policy but have yet to receive any refund or acknowledgment, despite repeated follow-ups.
    2.    DY Patil Business School (DY Patil B-School):
Similarly, I enrolled at DY Patil B-School and paid the seat lock fee. After canceling my admission in line with AICTE guidelines, I have not received the refund, nor have my requests for the same been addressed.
Both institutions are governed by AICTE rules, which guarantee a refund within a specified time frame. However, despite following all procedures and reaching out multiple times, both institutions have ignored my requests.
I request the Consumer Forum’s intervention to ensure I receive my refund and both institutions are held accountable for their failure to abide by the AICTE regulations.
