Taken money making to work but not giving salary

Before 1 month I got call from company FWD tourism pvt Ltd that they are hiring I was job less I went with resume they told me that you are selected for HR they told me if I referred 1 candidate in 1 day I will get 900rs & if for some reason I will be unable to refer any candidate I will get 400rs from company I agreed they told me to pay five thousand five hundred rupees
For this job I borrowed my & gave to company they gave me bill of that money & told me to sign on that well I have sign their & start working I work their for month & when I ask them about salary they told me their is no salary OK  I taught I wasting my time & money & Sir/Mam from my house to office it take 100rs in bus daily & when I ask my five thousand five thousand rupees back  they are telling me that I will not get that money back please take action against them
