Velex Logistics couriers not delivering PAN card

My PAN card was to be delivered on 20/07/2020 as per the message received. I got a call from a guy asking where is my house. He was making excuses from before only that he doesn’t know where the area is and he is new to this work. Even after numerous calls, and guidance he did not deliver the PAN card. He kept on saying that he is coming and he is nearby even after following him up around 6:30 pm.
Today, I received a message from courier services that my NSDL PAN card could not be delivered due to incomplete address.
After calling, on the same number today, he said today he is in a different area and could not deliver today. He will deliver it after 2-3 days and said if you can come and collect the card yourself.
This type of behaviour is always encountered from these delivery guys, and if they are not willing to work, they should not be appointed for these work. This type of harassment is intolerable.
A strict action has to be taken in this case against the courier service and the delivery guy for misleading information that the address is not complete and making fool of common people.
Please ensure that I receive my PAN card on the address mentioned in the PAN card.
