Vodafone is deducting balance after each recharge for VAS

Vodafone is extorting money in various ways with me.

1. After every recharge Vodafone will deduct my balance on behalf of VAS like hellotune service or other services which I never opted in first place.
2. If I do a recharge through Vi app then the app  says payment failed but amount is received and never refunded.

There is no way to reach customer care in Vodafone as the lines are confusing frequently changing and even if I reach through customer care.  They will not resolve my issue.
