No refund from freecharge for failed transaction

I was paying my BSNL Bill through whose online Order Id -FCMC160308334669382 (attached detail) on 8.3.2016. Unfortunately the transaction was failed but money was deducted from bank.

I have raised the issue to their customer care mail through ticket#3242112 on same day. The response mail has received on 10.3.2016, described that money will be credited in 5-7 days its bank fault and mention complaint ticket was closed (attached detail).

I have again raised the issue at same through ticket#3269481 on 14.3.2016. In the response mail I got assurance that they looking into matter.

Again the issue has been raised through their ticket#3292918 on 15.3.2016. In the response mail I got assurance for 24 hours but till now issue still persists.
