Act broadband not refunding my money

I asked for fibre connection on 5 th October, without checking the availability that girl who called me from ACT ,said tomorrow we will fix like that ,so I paid 3402 and after that there was no proper response from that girl and after 4 day one person visited from ACT  and told that it is not possible to provide fiber connection in your area and I raised for refund on 10/10/2020 . I called several times to customer care regarding refund, they are saying different thing each time and they are not refunding .They closed the ticket without refunding.
