ACT Fibernet not providing service, not giving refund

Rep took a cheque for 2147 Rs assuring me internet is feasible in my building. Techs found that the building is not feasible for connection. Now they are making it painful to get a refund back. Refund from Air Asia – Rs. 2,660/- : Mr. Ramachandra Prabu of Chennai booked an Itinerary RICJGH on Air Asia airlines. The transaction failed during first time and the amount (Rs.2660) got deducted from my ICICI bank account. He raised a complaint with the airlines but got no response.
