Complaint regarding broadband fraud service terms and conditions

So we took connection of our wifi broadband in May 2021 . Where ?1800 were taken as security deposit . And now in Jun 2022 where we want to discontinue our services the employee is not providing us with our security deposits .
He had taken a different print and sticked it with normal bill and is telling us that even half of the security amount is also not refundable
It is a clear case of cheating , he said that everyone had to face such thing and even you had too
