Delivery of wrong item against online shopping on facebook

Delivery of wrong item. Value: 2250. I ordered a dress online from Facebook. It assured me refund and return within 7 days. I got a wrong dress and thus, I filed a return complaint but now he is not replying neither anyone is coming to take the parcel.

Upon receipt he found the appliance was of poor quality with broken parts inside. His complaints to Ebay went in vain and he posted his complaint with ICF on 26-01-2013. Refund from Paytm – Rs.1095/-: Mr. Paresh Shah of Vesu, Surat made a recharge from my mobile for payment of Dish TV of Rs 1095. The transaction failed but the amount was deducted from his credit card. Even after a month he did not get his money back.
