Regarding fraudulent instagram seller who scammed my money

I have ordered a feeding kurti from instagram called ‘everything_under_1k and made the online payment of Rs. 1238 via phonepe as requested by the seller on October 26,2023. I was expected to receive the order on November 8 but till now I did not receive my order. I have contacted the seller many times via the instagram messages but not getting any response. I am following since November 10 but not getting any proper response for my order. Kindly help me to get the order or the refund from the seller

Refund from Flipkart – Rs.5,999/-: Mr. Dinga Sailo of Aizawl 796001, Mizoram ordered a mobile handset from Flipkart.com on 6th January 2015 for Rs.5999/-. When the parcel was deliver, he found journals and magazines instead of mobile device. He reported this to Flipkart but no steps were taken to resolve the issue.
