Regarding payment debited for failed driving license slot booking

On the 30th of September I applied my driving license. The first time my money got debited but the slot was not booked. The 2nd payment booked the slot. So when I asked the AP Transport Customer care regarding the refund, they told me to ask CFMS. CFMS is the online payments portal for ap. They do not even have the audacity to lift the call. And on top of that so many numbers are switched off.
