Regarding wrong sarees delivered by Apsara fab

I have ordered 2 saree’s in the name of my sister. on Cash On Delivery mode through the ad came in instagram. Saree merchant name as per the Instagram is Apsara fab. The offer was two sarees for 1200/-. We are order through whatsapp and the marchent replied starting it will reach within 7 days .we got the sms stating order confirming frome Apsara fab. Once we got the sarees, we paid RS. 1200 by cash. The packet was having 2 sarees but that is different from the order placed and low quality. we tried reaching the seller through whatsapp . but no response .
