Shop demanding more than MRP for milk products

I tried to purchase half liter milk (MRP=19) and 200 gm curd (MRP= 11) from KP STORES, Pattandur agrahara, Infront of Foyers Infinity Apartment, Whitefield , Bangalore , Karnataka. Pin:560066. The shop keeper demanded Rs 20 for milk and Rs 12 for curd. When i refused to pay extra penny, he refused to sell good and mocked me by telling to go and complaint at consumer forum, they wont touch him. . Seriously, is this the value of consumer forum nowdays in society. Please look into the matter or do random inspection at that shop and take necessary steps. Hope for fast response
