Wrong billing by Vodafone for international roaming

I opted for international roaming pack for 10 days in Thailand through My vodafone app for Rs 3500 which says Incoming free, outgoing call will be InR 1 and INR 1 for 1 mb data download.
While opting for this package at the last stage of confirmation a pop up msg comes to charge extra 149 INR for activation of international roaming which i agreed and msg recieved within minutes is services has been activated without any details. Considering it would be done i started using the roaming services and in between i had several chats with customer support as the services were not properly connecting which they resolved and gave a call back as well. Within 2 days they barred all the services saying your unbilled charges have crossed credit limit and that too around 2.5 times. Now chasing for last 6 days.. no call back no resolution.. only askinv to pay the dues.. if so they should have stopped it once crossed the credit limit why waised to become an exorbitant amount. Its like blackmailing to the customer to pay as no option left to start the services.
