ACT fibernet service complaint

I’ve paid the one year internet payment on 17 April 2019. They have promised that within 24 hours the internet connection will be live. After 24 hours I’ve Contacted them and asked for an update and they have informed that there is no internet box in my area. So I’ve told them to keep the service on hold till May 1 as we have planned to move into our new home which is 200mts away.
I’ve been contacting them from past 3 days to unhold and initiate the internet connection but no one has taken any action. I need to call there customer service and be on hold for 10 mins and if I ask to escalate the call they again keep on hold and disconnect the calls..
I haven’t got refund as requested or the service for which I have paid ?5530/-
