ACT not providing refund against termination of services

I was an ACT fibernet subscriber in Hyderabad from April 2016 until 17th June 2017. Since I was relocating Hyderabad to Kolkata, I logged ticket 10125928203 in April explaining my situation. They advised me to pay the bill for 6 months and they would provide a refund if I disconnect in between. Next when I requested disconnection against ticket 10126667856 and refund of 4 months balance, they denied about any refund policy. Upon escalating to the manager, he agreed to refund the balance to my friend’s ACT account. I provided the details of my friend’s account no and address. Thereafter I raised several tickets like 10126787276, 10126881823, 10127212291, and everytime I was told the refund will be processed. They even let me know the refund amount of Rs 2358. I have several emails sent to ACT support to prove my point. Unfortunately, ACT never responded to emails but only gives a call back. recently, they are also not even providing a call back against my emails. The refund is still not processed. What should I do?
