Complaint against Uber driver

Today on 26.09.2017 at 02.55pm I booked one Uber cab to visit GANESHGURI CHARALI,Guwahati from SIX MILE,Guwahati.The cab no was AS 01 H 1943 and the driver was Mr.RxxxU having mobile no80xxxxxxx3.When I contact the driver on his mobile for the ride he replied that he can’t go, I request him that it is very urgent but he was adamant. Than I request him to cancel the trip as it’s his problem that he can’t go, but the driver behaved very roughly with me over phone and replied that he will not cancel the trip and whatever I wish to do I can do”.
Ultimately I have to cancel the trip and in result cancellation charge Rs.42/- was charged on me.
Now my question is that-
1.Why should I shall be charged when the driver is not willing to ride.
2.Who will take care of such irresponsible driver.
3.Who will compansan for my wastage of time.
4.Who will be responsible for my mental harresment caused due to such behavior of uber driver.

    I have seen many cab drivers with such attitude in guwahati. They think that they are doing favor on us. You should register a complaint with UBER and registration of such drivers should be cancelled.
