Complaint regarding PAN card update fraud

I want to file a complaint against https://www.thepancard.com/ website, where I visited to updated the  PAN CARD details for my wife Mrs Axxxxxxxxxi and they charged me RS 399. My wife didn’t receive payment receipt confirmation at her email address and then I checked the website authentication and found complaints against this site. Please look into this on high priority.
